1. What is the naturalization test?

Anyone wishing to acquire German citizenship must, in addition to other requirements, demonstrate knowledge of the legal and social system as well as living conditions in Germany ( Section 10, Paragraph 1, Sentence 1, No. 7 of the German Citizenship Act ). This proof is usually provided by successfully completing a naturalization test . The test comprises 33 questions on topics such as democracy, the rule of law, history, equal rights, and everyday life in Germany. Only those who answer at least 17 questions correctly have passed the test and thus fulfilled one of the key requirements for naturalization in Germany.

To prepare for the naturalization test, naturalization courses are offered nationwide. These provide basic knowledge of the political system, values, and social structures of the Federal Republic of Germany. Participation in these courses is not mandatory ( Section 10, Paragraph 5, Sentence 2 of the Naturalization Act ), but can be a helpful support, especially for those with little prior knowledge. Those who prepare early and specifically significantly increase their chances of passing the test and thus of successfully naturalizing.

2. Questions naturalization test

The Federal Office for Migration and Refugees (BAMF) provides the complete questionnaire for the naturalization test online . The questionnaire for the naturalization test comprises a total of 310 questions – including 300 general questions on history, politics, society, and the legal system, as well as 10 country-specific questions that relate to the respective federal state. For the actual "Living in Germany" test, you will receive a test booklet with 33 questions . You have 60 minutes to answer at least 17 questions correctly to pass the test.

Only one answer per question is correct. The correct answer will be displayed immediately after you select it. The test's success rate has been between 98.2 and 98.8 percent nationwide for years—so with good preparation, your chances are excellent. Upon successful completion, you will receive a certificate from the Federal Office for Migration and Refugees (BAMF) confirming your personal results ( the Naturalization Test Certificate ). This certificate serves as proof of your civics skills to the naturalization authorities.

3. Registration for the naturalization test

The naturalization test is organized and administered nationwide by adult education centers (VHS) . Registration for the naturalization test is only possible in person. Representation by a third party—even with a power of attorney—is not permitted. You must register directly at the adult education center of your choice. You can usually see the next available dates on the VHS website (see, for example, the Berlin administration's website for appointment availability for naturalization tests in Berlin ). The choice of location is flexible nationwide—you can take the test at any VHS.

You need an appointment to take the naturalization test. You will not take the naturalization test on the day of registration. Available test dates will be communicated to you upon registration. Please schedule this in advance and arrive at the appropriate adult education center (VHS) location at least 10 minutes before your appointment. Please bring your valid passport or ID card with you on the day of the test. Without an official ID card, you will not be able to take the test.

4. Who does not have to take a naturalization test?

Not all applicants are required to take the naturalization test. Exceptions include, for example, those who can present a German secondary school certificate or a higher qualification from a general German school. Minors under 16 , incapacitated individuals, and those unable to meet the test requirements due to a physical, mental, or psychological illness or disability, or due to advanced age, are also exempt from the test. Health restrictions must be documented by a medical certificate.

The responsible naturalization authority decides whether an exemption from the naturalization test is possible in individual cases. Anyone unsure whether they must take the test should contact the naturalization office early. Reviewing each case on a case-by-case basis is particularly important, as the authority decides on the application of exemptions. Contacting the office directly for clarification can help smooth the naturalization process and avoid unnecessary delays.
