Proof of health insurance at the immigration office: Which certificate is required?

Anyone wishing to apply for or extend a residence permit in Germany must not only provide proof of secure livelihood but also adequate health insurance ( Section 2, Paragraph 3 of the Residence Act ). But what does "adequate" mean – and what exactly is required by the immigration authorities? In this article, we explain what you need to pay attention to and which documents are accepted.
What is considered “adequate health insurance coverage”?
In order for your insurance to be recognized by the immigration authorities, it must meet at least the following requirements:
No major exclusions (e.g., in the case of chronic illnesses or pregnancy).
The deductible may not exceed €300 per year.
No limit on the amount of reimbursement in case of illness.
No expiration clauses due to age, job change, or visa change.
Permanent contract or automatic renewal.
The contract should be calculated according to the principle of life insurance (pension provisions).
The Federal Financial Supervisory Authority (BaFin) may be required to confirm to the insurer that the contract meets the requirements of Section 257, Paragraph 2a of the German Social Code (SGB V) . This certificate is usually issued by larger insurance companies upon request.
Which certificate must be presented?
Applicants must certify to the immigration authorities that they meet these requirements . For large and statutory insurance companies, the requirements are less stringent, as the authorities already know the policies and the scope of benefits. Therefore, a special certificate for health insurance coverage generally only needs to be submitted to the authorities if the immigration authorities request the document.
However, those without statutory insurance or customers of smaller insurance companies must submit an official form when applying for or extending a residence permit : the "Certificate for the Granting/Extension of a Residence Permit for Health Insurance Coverage." This form must be completed and signed by the health insurance company and contain the following:
Confirmation that the insurance has been non-cancellable and has been in effect without interruption (in the case of renewals).
If applicable, a specific insurance offer with details of premiums and deductibles (for initial applications).
Proof that the policy complies with the legal requirements in terms of type and scope.
Obtaining the certificate is part of the Obligation to cooperate as per Section 82 Paragraph 1 of the Residence Act and must be complete and correct – otherwise the granting or extension of the residence permit may be refused.

The requirements for health insurance coverage are high – and the immigration authorities check them carefully. Those without statutory insurance should contact their health insurance provider early on and ensure that a certificate can be issued in accordance with the official requirements. This is the only way to proceed smoothly through the residence procedure. Before obtaining the relevant certificate, however, it is important to clarify whether it is even necessary, as many (larger) insurance policies are automatically recognized by the authorities without any proof.
