Scammers sell integration certificates online


Imagine if obtaining a German passport were just a click and a €1,500 transfer away. No months-long wait for an exam date, no dreading difficult questions about the legal and social system , and no sleepless nights worrying about the language test. In the shadowy corners of TikTok, Instagram, and encrypted messaging apps, a business is currently flourishing that promises precisely this shortcut. A recent investigation by Stern and RTL has uncovered a shocking level of criminal activity: fake certificates for the "Living in Germany" test and the naturalization test are being offered en masse. But what at first glance appears to be a lifeline for desperate applicants turns out, upon closer legal examination, to be a highly dangerous game of playing with fire that can permanently destroy not only naturalization but also one's entire residency in Germany.


System overload as a breeding ground for fraud

In our daily practice, we observe a massive increase in pressure on international professionals and migrants since the reform of citizenship law in June 2024. The easing of naturalization requirements has led to a flood of applications , which is impacting an already chronically understaffed administrative structure. When government employees are burdened with hundreds of thousands of applications, gaps emerge. Our research clearly shows that criminals are deliberately exploiting this overload. An administrative employee from North Rhine-Westphalia openly admitted that inexperienced colleagues have virtually no chance of recognizing professionally forged documents . This staffing shortage in immigration offices and naturalization centers provides fertile ground for fraudsters to offer their dubious services for exorbitant sums, while legal avenues appear blocked by a lack of available appointments.


The legal relevance of integration certificates

To understand the implications of a forged certificate, one must consider the legal framework. According to Section 10 Paragraph 1 Number 7 of the Nationality Act (StAG), knowledge of the legal and social system as well as living conditions in Germany is essential . A mandatory requirement for naturalization is proof of German citizenship . This proof is usually provided by passing the naturalization test . If these documents are forged, an essential prerequisite for acquiring German citizenship is missing. A similar principle applies to residence permits: The granting of a permanent residence permit under Section 9 of the German Residence Act (AufenthG) requires that the foreigner possesses basic knowledge of the legal and social system . Anyone using forged documents in this context is deceiving the authorities about a legal obligation, which has far-reaching consequences.


Criminal consequences and loss of status

As lawyers, we must issue a stark warning about the consequences that extend far beyond the mere rejection of an application. Submitting a forged certificate constitutes forgery under Section 267 of the German Criminal Code (StGB) and, as a rule, also fraud or indirect falsification of documents. The authorities are obligated to report any suspicion of such forgery. Even if naturalization is initially granted based on a forged document, this offers no guarantee of protection. According to Section 35 of the German Nationality Act (StAG), an unlawful naturalization can be revoked within ten years if it was obtained through fraudulent misrepresentation or bribery . In the worst-case scenario, this leads to immediate statelessness or the loss of the residency status that was only recently and painstakingly obtained. The risk is disproportionate to any perceived time saved.


The structural problem of deadline constraints

The fact that people fall prey to such fraudsters is often due to the virtually hopeless search for official test appointments . Since Germany recorded a record number of almost 250,000 naturalizations in 2024, the system has been operating at its limit. When appointments or completed certificates are then offered on the black market for sixty times the price, some, in their desperation, resort to illegal means.
