First results on the effectiveness of the recognition partnership

Picture of a statistic

Since March 1, 2024, Germany has had a new instrument called the Recognition Partnership , which opens up new opportunities for international skilled workers and employers. The aim is to simplify the immigration process by facilitating the recognition of foreign professional qualifications. does not necessarily have to be completed before entry . Skilled workers can therefore come to Germany, work here, and undergo the recognition process at the same time. A recent study by the Federal Institute for Vocational Education and Training (BIBB) now shows how this model works in practice and what opportunities, but also challenges, it presents.

First practical experiences

The study, conducted between February and April 2025, surveyed companies, recognition bodies, advisory centers, and recruitment projects. The results are clear: While companies are highly interested in the recognition partnership, its actual use remains low . The reasons for this lie in uncertainties surrounding the process, particularly regarding how the recognition process will actually work after entry and what additional qualification measures might be necessary. Furthermore, the added value of the new regulation is not immediately apparent for some sectors. Particularly in areas such as physiotherapy or occupational therapy, access remains limited due to regulatory requirements.

Despite these limitations, initial experiences clearly demonstrate the benefits of the recognition partnership . Companies report that they have been able to accelerate processes and make them more flexible. For skilled workers, the regulation represents an opportunity to gain a foothold in the German labor market more quickly without having to wait months abroad for recognition. The recognition partnership is proving to be a valuable tool, especially for companies that already have experience recruiting international specialists or have access to effective consulting services.

Significance for employers and international professionals

The results are particularly relevant for VISAGUARD's target group – international skilled workers and the employers who want to attract them. The recognition partnership facilitates entry into the German labor market, but requires careful preparation. Companies should inform themselves about the requirements early on and seek legal advice to avoid uncertainty in the process. Standardized documents, transparent information on the recognition of qualifications, and clear guidance on payment and funding opportunities are particularly helpful.

International skilled workers benefit when employers are already familiar with these structures and utilize the corresponding support services. This not only facilitates entry into employment but also promotes long-term integration in the workplace and in Germany as a whole. The Recognition Partnership demonstrates that skilled immigration is becoming increasingly flexible – but it requires thorough preparation and a solid understanding of the legal framework from all involved. For employers and skilled workers who want to take the step to Germany, it is an exciting option with great potential.
